PV certification [RE-wrenches]

Unless the test is only a draft, intended to solicit comments for further
development, it seems to me that what your are offering "to anyone
interested please just ask!" will make the test worthless.  If indeed there
is a PV installer's certification test in existence, it should be kept
confidential to the test sponsor, in order to ensure its validity. Am I
missing something here?
