I have heard rumor's for years that SMUD was lets say really driving a hard bargin
with the manufactures. And I have also heard the $2 thrown about, but never heard of
$1!  They were offering a big carrot too.  Whether or not both parties feel satisified
with the results, you'll have to go else where for that answer.
