PV Pricing WAS A buying COOP was A wrenches convention [RE-wrenches]

I'm pretty sure Vince Schwent (maybe) of SMUD (for sure) put up a slide at
the Missouri Governor's Conference on Solar energy in December in front of
every utility, the Public Utility commission that showed they were buying PV
for less the 2$/watt and had contracts in place to be buying for nearly a 1$
per watt.  It showed that they were installing it for less than $4/watt.

I cornered him (in the bathroom) and he reassured me that they were real
numbers.
