Sounds like a good reason to go guerilla. :) Unless they want to be user friendly, they can have a bunch of unknown back feeders out there. I feel like it is THEIR choice... either the utilities encourage legal interfaces or illegal ones... what they are doing clearly is in support of the latter. The system will work the same either way... just make sure the customer presses the sell button for liability purposes.
