tax credits [RE-wrenches]

In VT we've been researching the credits, and have found that any credit
below about 50 - 60 % will not incentivize the industry. We hired an
economist to extrapolate some data from Hawaii's experience (variable tax
credits over 23 years) and came up with the probable system impacts based
on a 60% credit.
For those of you who say tax credits will kill the industry, I ask, What
industry? We're like a bunch of women knitting sweaters at home! You can't
kill something that is not alive. Some form of incentive is needed to match
the buydowns on brown energy. all the different forms that I've seen have
problems. Anywhere the Gov pours money, you'll find some pigs feeding.
Do some really think we'd be better off today if the credits had never
happened? There was an awful lot more R&D accomplished it seems, with the
tax credits, than with the measily crumbs of R&D money the fed feeds a few
selected firms that are best at finding where the pg trough is.
So everyone who opposes tax credits, tell me how you want to build an
industry. Make sure it's a method that might be possible. Anyone who
suggests that we get rid of all the subsidies on other fuels will not be
listened to.

There exist some small tax credits in some states at present, which, in
my opinion, have not bastardized the industry, or have increased sales
for that matter. Smitty.
