Wow, sorry!

Personally, if I lived in an area where there was no financial incentive for
solar, I would do what I could do to create a local / regional / statewide
awareness on the benefits of solar.  Many people (myself included) lobby
local officials to do that which will increase the lobbyist's bottom line.
The future supply of fossil fuel is clearly finite and the public is
distrustful of nuclear energy.  Fuel cells, when they are commercially
available through your local wrench will still deal with highly flammable
hydrogen or hydrocarbons.  One can instill a sense of the true value of
photovoltaics, even without rebates and power costing .05/KWH.  I would hope
I was preaching to the choir, and yet . . .

A simple fact of life is that just because many Californians are receiving
subsidies, it doesn't mean 1) We are going to suck up all of the supplies
because 2) Most of the people who can afford systems (even with rebates)
still have no idea what actually owning  one would do for the environment or
3) We are to busy saving for that next WaveRunner or Suburban Assault
Vehicle because 4) People such as myself have done a poor job of educating
those who can best afford what we have to offer.  As far as the
"fly-by-nighters", I do not believe that we have a serious problem.  One
must be licensed and bonded in California in one of several categories to
legally install solar.  Well, that or be an "owner builder", but we won't go
there, ok?   I don't walk onto a job without a  liability insurance policy
in full effect.  Will ignorant and opportunistic people enter the trade?  Of
course they will!  Will it affect me?  Not in a negative way!

I am a wrench because I believe that we should all do our part to leave this
planet in better shape than we found it, I enjoy educating people and the
reciprocity and "atta-boys" of a job well done, and I like the money.  It's
not even an issue of would I do this if the money weren't there.  It's more
a need of mine to work with what passes for "cutting edge" ;-) technology.
When inverters can be purchased at Home Depot, I will be designing, selling,
and installing fuel cell systems  or whatever represents the next
generation.  And so will many of you.   And the clientele will be there,
waiting to be educated . . .
