Proposed Changes to C.E.C. rebates in California [RE-wrenches]

Joel,

The existing CEC Buydown revision proposed continues to allocate 60% of
funding to system of 10kW or less. It will be import that the stipulation
stays, but with the $4.50/W available from the CPUC for 30kW and up, I don't
think they will change the policy for small systems.
