grid tie utility metering requirements [RE-wrenches]

Joel and others,

These are the regulations "they" have set up for net metered systems in CA, so I guess
it would be the whole corporation... they are following the recommendations of their
"expert" engineers that suggested this equipment be part of their net metering
requirements. Evidently the "experts" didn't review the law before they made their
requirements... sigh.
