approved disconnects [RE-wrenches]

I have been working with my local utility on tying my system into them for
over a year now.  It's starting to get pretty old but that conversation is
for another day.  Some of it is understandable since I'll be the first, but
over a year to approve a machine that is already approved on many other
utilities.  Give me break.

Their big hold up is approving the SW4048 as machine that can parallel with
them.  Their number two hold up is that they want me on my own dedicated
transformer.  They claim that it is only to protect me from their bad
electricty.

They are quite OK with a unfused disconnect.  From today's thread it looks
like many other utilities want fused disconnects.
