The devices you are referring to are power factor controllers that decrease 
the running voltage to induction motors to reduce current and thus real power. 
Lightly loaded induction motors can run at reduced voltages and reduce 
current draw. A 1 hp motor becomes a 1/4 hp motor when the voltage to it is 
cut in half. All these devices do is reduce the voltage enought to load the 
motor 100% thus cutting I*2R losses. They work on old motors with high 
service factors or motors that are bigger than required for the load. Most 
newer appliances have little improvement with these as they are not over 
designed electrically.
