Proposal for inter-tie rates (was: candles for California) [RE-wrenches]

Wrenches:

I am currently designing a wind system, and there is no motivation to
create any more energy to sell back to the grid than is being currently
used (excuse the pun). 

My proposal would be to change the inter-tie rate structure so that those
selling power back to the grid see good rates even after they return to net
zero for the year.  Do you agree?  Who do we send this proposal to?  After
all, large producers are getting a windfall (again, sorry), so why
shouldn't small producers?
