Oveseas inverters [RE-wrenches]

I think part of the reason that inverter manufacturers from overseas or
where ever don't get involved in the US market is that UL requirements are
so expensive to meet.
Anybody got an idea what it costs to certify one of these for a UL listing,
much less jump through the utility hoops?
