Were you not in the restroom when Vince(?) said SMUD was buying PV for
$1/watt---ONE dollar per watt---because they were buying in quantity?

Here we are beating each other over the head to sell used SP-75 for $4/watt
(or less) when we (and a whole lot more participants) too could be buying
new for a _whole_ lot less.

Most distributors do a _LOT_ for the dealers. However, if the focus is to
bring PV mainstream, the issue is price. Again, according to Vince(?) and
others, the magic number is $3/watt (based on a utility rate of $0.10 per
KWH). 

We are already there, Gentlemen!!

Don Loweburg reports in HP81 p.96 that almost half (0.72 x0.63) of current
('99 data) US PV production went to Germany and Japan.  From my German
sources the German government provides a _performance_ based subsidy to
Utility customers who backfeed the grid with PV at a rate of 4 times the
conventional utility rate. In the US, we have only 60% of the states who
_in theory_ are willing to _net_ meter. Any questions who has a _better_
long term energy policy? Any questions where $13 _million_ would have been
better spent? Rant Off.
