Step up/down Correction [RE-wrenches]

	Aaaack! Dumb-out alert! Change the procedure for checking a transformer as
below:
	If you put in 12 VAC and get 24 out, then it is reversed (step-up). If you
get 12 VAC out with 12 VAC in, then you don't have the two 'hot' leads, but
one hot and the neutral on the 240 volt side.
