I have found in follow up inspections at a site where we did this that the
concrete blocks tend to move around a bit over time (presumably from
melt/thaw of ice and snow) but it has protected the conductors well and it
obviously passed inspection.  The site where we did this was built on top
of a concrete pad which we obviously couldn't trench into.  The entire
property this is located on is access-controlled and is staffed 24 hours a
day so nuisance interactions are not a safety concern otherwise this may
have been sub-optimal.
