What Jason said.  I did a (3) 16 panel DPW TOP’s on a really steep hill (think about 50deg or more) for Wendell Berry years ago.  The good folks at DPW told me then that I was getting the very last 16 mod TOP’s because of wind and seismic.  If I recall, I had to use 12” sch80 and let me just say that some projects, even for super cool customers like Wendell, are better left to others lol.  We did that job in the middle of an unusually cold and snowy winter- I shiver every time I think about it.  All that to say, I have a hard time believing this pic is of a real install- could be wrong.  But if it is then the moment on that pole has to be absolutely HUGE, even in a light breeze.
