[RE-wrenches] Modifying a plumbing vent

Plumbing vents don't need to rise very far to be effective; I think the UBC
says 2 inches above the flashing is fine....BUT (at least in my county) any
kind of modification to the plumbing system, like cutting a vent shorter or
installing a vent 90 and running it to anywhere, will need to be approved
and signed off on by a licensed plumber...and possibly performed by a
plumber too.
