[RE-wrenches] Module-Level Shutdown for off grid systems

Here is one l have right now, it's off grid, there is a carport roof over a
trailer, there is no contact between the two untill you get to the deck
surround of the trailer. Question, does the carport roof qualify for RSD
because there is a habitable structure underneath even though that it has
it's own roof or since the trailer is on wheels it does not, even though it
may never leave the location without removing the elevated deck and yes it
will be used in this location. Thoughts, the building department does not
know either.
