My first recommendation is to confirm that the static level is OK during pumping, the second is; if he has used this scenario in the past and it has worked then Id pull the pump and check that the screen on the pump is not clogged or silt has not covered the pump + check for leaks in the input side of the Pres tank to pump. You can raise the pump higher if it has silted in. I have used soft start 3/4 pumps but I have larger 24V BBs
