[RE-wrenches] Mystery racking-who knows what this is?

Hello,

I took on a project that was partially completed by another outfit. I need
to provide a spec sheet on the racking (rail more so than stand-off) for
permitting. I believe it was installed roughly 5 years ago. See picture
below.
