Commercial line tap [RE-wrenches]

I can't see what is behind the Red arc shield above the main breaker, but it LOOKS like there could be room to bolt on some lugs for your tap. Where there is a will there is a way! 
A week ago I had an installer call and tell me that "there was just no way to cram a tap into the panel, it is WAY to tight" I said that our only option now would be to upgrade the panel. He replied "OMG that will be a major headache, let me rethink this" The magic then happened - he got his tap in there and passed both utility and local inspections!
