Isolation of each module was my very 1st thought. He confirmed that he had done that and went back and checked again and called me right back to say that there or NO wires connected to the j-box terminals, only cell ribbons. I asked are you POSITIVE? He confirmed on both days that there was no doubt - no wires and each module isolated. This is when I was certain of a faulty meter, but when the second meter agreed my mind popped. 
So, we are all in agreement this is impossible. OK, now what?! I think I'll ask for a digital pic of the meter and j-box in the same shot!
