You mentioned the "Simple Switch" as a voltage-controlled switching 
device that can be used to divert charge. The product by that name is 
discontinued since Photron went out of biz, but Solar Converters 
makes an equivalent now. It' easy to pre-adjust, very versatile 
controller for wide variety of uses.

Available from Solar Converters or from Dankoff Solar.
