Three phase power [RE-wrenches]

Bill,

1200 watts @ 120v won't mess up a large industrial 3 phase power system.

Without knowing more about the site than you've mentioned it shouldn't be a
problem and should meet the grid intertie requirements of the utility
company with flying colors.  Since the 120 v sting of (street?) lights only
runs at night and most probably is well over 1200 watts of load there
shouldn't be any problem with overloading the distribution system. 
Secondly, there is transformer tapping the 480 for the 120 v light and
around me the utility requires a transformer in between the back feeding
source and them.  Are you thinking about using a SunTie?  I think it only
outputs 240 VAC but having not installed any, I don't know for sure.

but.....

If the street lights are "rented" to the customer by the utility vs. the
customer owning them on his own land then the party is over,last call,time
to go home if you know what I mean.  That means the utility owns the lights
and they will never let a inverter on the same circuit as their lights. 
They will have at least a 20' wide easement along the string of lights.  Not
to mention the gas, phone, water and sewer easements in that same median. 
An act of Congress won't get them to share that easement so you can mount a
solar panel tracking system on top of all their stuff (I'd love to be fly on
the wall in the engineering department when you asked them, I can just hear
the engineer now "hey, I'm putting this solar freak on the speaker phone so
we all can laugh at him).  I am going to quit typing and take a prozak
before I get any more worked up.
