Who would like this solar hot water lead in California ??

I have 9 people in my household.  Two electric hot water tanks 50 gallons each.

I live in northern California, rural, some frost in the winter.  Hot summers.
How can I reduce my hot water electric bill without affecting hot water usage?
We use hot water a lot.
