Richard, I have been able to series Todd chargers (older type) without that
trouble. But depending on the generator waveform, they can be lower. If all
else is equal between your testing at 12 and in series 24 volt, then I
suggest tying the center tap between the two chargers to the center tap of
the battery. That way each one is tied to a 12 volt battery and should
perform the same. In fact, that way one of the Todds is exactly the same as
when charging a 12 volt battery, the other is too except that its negative
is +12 volts respect to the chassis AC ground wire. So it would not seem
that the neg ground voltage level is affecting the performance. I suspect a
different input or output operating voltage in the 24 volt set-up.
