The IEEE 1547 standard should only be applied to the grid-tied inverter in that case since the hybrid inverter is isolated when the grid is down and does not contribute to the grid sell when the grid is up if there is no solar resource on the DC side (unless configured to do so). That way you could use Enphase which I believe is a 1547-2018 approved inverter.
