If I'm not mistaken, the device is merely a capacitor that will reduce inductive reactance- if there is any in circuit. Reactance causes a reduction in power factor, which forces the utility to deliver more power than is actually required to satisfy the load. The extra power is reflected back to the source, but still has to be delivered and therefore metered. By adding capacitive reactance to an inductive circuit, power factor is improved and metered energy is reduced. I'll let someone smarter than me go into the details. The only place this would make any sense is where large inductive loads are present. I doubt if the device would help with many residential applications.
