In a sense you are right. They don't charge anything extra for the TOU
tariff , however , since almost any existing TOU meter needs to be replaced
with the bidirectional TOU, they will charge a "meter charge" for providing
the correct meter. If a customer is switching to TOU , again they will be
presented with a "meter charge". These are one time charges. I think this is
clearly stated in the latest language of the netmetering law.
