Can you consider the nozzle as the restrictor for the "2 inch pipe worth of water"? Run a 4 or 6" pipe and use the restriction of the nozzles, possably up to 4 of them to get a good output and stay under the flow level of a 2" pipe?
If you can talk the ditch owner into it, it should get you a better output and stay within the restriction.
