Hi Todd,
The Trace C-12 is an excellent choice in the application you describe.  As a lighting controller, it uses the PV panel as the "electric eye" to turn light on at dark.  It has load timer functions to allow all night run or a preset number number of hours after dusk.  You'll want to read the specs on it and see how it applies to your situation.  We've had very good experiences with it.  Hope this helps.
