Hello Peter,<br>
We have used the Mitsubishi Alpha PLC, it has a GSM interface and can
be setup to perform this task.<br>
It is a few hundred dollars, is best setup with a DC power supply.<br>
We get them from Campbell & George in San Jose CA.<br>
The engineers at C&G have been helpful.<br>

delivering 24 volts DC. The application is “mission important”. We have

in a LVD and alarm, but the client wants an "early warning" system

LCD around 20% residual capacity (easier part) and a cell phone
