Don, My apologies for posting this to the group. The issue of skilled installers is not going to be resolved with a certification program that allows manufacturers to absolve themselves of their responsibility to train and educate resellers and end user customers. I support manufacturer funded vendor training and customer education. If you make a solar module, mount, inverter, controller, wire, conduit, circuit breaker, battery, etc., it is your responsibility and in your best interest to train people who sell and buy your product. What reason would you have to do otherwise?
Joel, As you suggested I have forwarded this to Wendy Parker. But again, please weigh in directly here and provide some specific comments that might shift the project towards something you could support.
