Don - in my experience there are mainly two sorts of utility companies - the one's where the engineering department is pro-solar, and the marketing department is against it - and the other sort where the marketing department is pro-solar, and the engineering department is against it ... (:

Since you were there, I retract that comment. Gee that  leaves only 999 more reasons to bang utilities.

I do concur will Bill B that this needs to be fixed and blaming is not going to be productive.
