Don - The make-up of the final voting contingent for IEEE 929 was 7 inverter manufacturers, 7 government lab/consultants, and 8 from utilities.  The utility involvement was very important to achieve credibility for the group.  The utility engineers did add complexity, but nothing was included in 929 that did not have really solid technical justification.
 
I really don't think that there was an "overbearing utility perspective".

Don't pin this on John please. The anti islanding test was devised and apporoved by the IEEE 929 working group. The overly stringent  test standard was necessary to appease the utility engineers on the group. It has come back to bite all of us all and I place this on the overbearing utililty perspective that dominated the working group.
