It's perfectly clear.
1) The inverter of the future will be repaired.
2) The inverter of the past may not need to be repaired.
3) The inverter of the present may or may not need to be repaired.
4) The customer of the present is worried that his utility may not allow interconnection and the CEC may not give him his rebate.
5) The customer of the past does not care unless he likes to worry.
6) The customer of the future is asking about Sunny Boy and Advanced Energy inverters.
7) The prospects who will put up with this much jerking around are really committed to buying a PV system.
8) The wrenches who thought that designing and installing PV systems would be easy are really ready to be committed.

Don't count on it.  Utilities around the country can choose among four options:
1) Essentially ignore the UL finding and continue to allow existing and new SW-based grid-tied systems to be interconnected to the utility.  I believe that some utilities, such as the Palo Alto, CA. municipal utility, are taking this stance.

2) Allow existing grid-tied SWs to stay interconnected but not allow future non-UL listed SWs to be connected.
3) Order all previously UL listed SWs with the 4.10 firmware to be disconnected from the grid.
4) Order all SWs, previously UL listed AND ETL listed, to be disconnected from the grid.

Anybody else notice that the yet-to-be ready for sale GTI is only for the SW with the new not-yet-available 4.2 firmware?  So, Xantrex has come up with a fix for their next version of the SW which isn't even available.  The obvious question: what in tarnation are they going to do about the 4.10 grid-connected inverters?  In a conversation with a Xantrex techie earlier this AM, I was told that some announcement from Xantrex should come at any time regarding their discussions with our friends at UL.  Keep an eye on their website.

My understanding is that this dropping of UL certification only
applies to UL listed SW inverters. All those with the older ETL
listing are OK and legal.
