At the end of the year the account is cleared. The original legislation made
it clear that it was the value that was accounted. However with the extension
of netmetering to 1meg installations, the three utils have filed an advice
letter oppting for an alternate accounting - that is kwh for kwh. Of course
this is not as good a deal. CALSEIA has filed a protest - today I believe.
