We are going to try to use PVUSA as a site, but that may or may not be
possible. Regardless, we will be pursuing state funding to do "consumer
report" testing that presents the results and lets the chips fall where they
may. Much of the testing that occurs at NREL and Sandia is to specifically
support feedback to the manufacturers so it intentionally kept silent so the
manufacturer can fix their problems.

We are suggesting a process that is independent and provides a real source
of information for the California Buydown program. Many other organizations
will be able to use the information, but the Buydown program is the purpose.
