In a sense you are right. They don't charge anything extra for the
TOU
tariff , however , since almost any existing TOU meter needs to be
replaced
with the bidirectional TOU, they will charge a "meter charge"
for providing
the correct meter. If a customer is switching to TOU , again they will be
presented with a "meter charge". These are one time charges. I
think this is
clearly stated in the latest language of the netmetering law.
One of Gov. Davis' answers to the energy crisis is the proposal to make
EVERYONE pay more for peak power, which means that EVERYONE will need TOU
meters. I believe that there is also a bill in the CA legislature toward
this end. But, can you imagine trying to come up with several million TOU
meters and getting them installed before the REAL emergency hits this
summer during air-conditioning season?
