Tarrifs and interconnection issues are generally handled by the PUC and
energy commission. You should work with whatever you local SEIA and IPP group
to promote this policy. Possibly get the ear of  legislators favorable to RE
also.
IPP is available as a figure head but you or someone has to do the grunt
work. We can support by provding documentation of what we are doing in CA.

You also must network with enviros who might be helpful-emphasis on might!
