Clamp On Suggestions
After you turn any amp meter on, wait from 30 sec to a minute before you try to zero it. Avoid temp. extremes and if the meter is really hot or cold let it acclimate to a little before you try to zero.
Also if possible make a few loops in the wire, measure around all the loops then divide by the number of loops. This can really help with the accuracy. When you are doing to initial install of something you predict you will be measuring frequently leave enough wire to make this loop. We all probably already knew this trick.

My Fluke 36 also zeros reliably to within 1 amp . My there are some bum ones
out there.
