[RE-wrenches] Outback Charge controllers resetting to default settings

We did a test on one of them today. FM100 with a Mate3s, no internet
connection.  We powered it down (PV breaker and battery breaker) for
about two hours while redoing some battery wiring.  After powering it back
up, we checked it, and all of the charge settings had gone back to factory
defaults again.
