[RE-wrenches] Disable refloat

[Steve Higgins]

If I remember correctly, Rebulk Voltage is in the "R" or GTFX units. Not
the standard VFX or FXs... But it's been a long time...   It should be in
the charge controllers if they're FM60s or 80s.
