In Colorado, there was no consistency. Many utilities there do have a 25kW
cap (even if on a 2000A service -- yes, there are some residences with
ridiculous services like that, and many of them also use the 25kW cap for
commercial buildings with large services too). But Xcel used to have a
10kW cap for residential for many years, and now it's larger, can't
remember if it's 25kW or higher, and I think it's 2MW cap for commercial
services. Just about all of the Colorado caps were/are based on DC STC
array rating. New Mexico still has a 10kW cap (based on CEC inverter
rating, does not matter if it's listed as a PCS or has a smaller array).
