[RE-wrenches] Domestic content requirements

Keep in mind that residential customers will be under section 25, not 45 or
48 which are commercial and utility sections... I believe that the end bill
did not include any domestic content provisions for section 25, just a
sunset of it on December 31st this year.  But I always tell customers to
check with their accountants to verify.
