[RE-wrenches] IQ8: Envoy needed for California installations

Will the Enphase IQ8 operate in California right out of the box without
connecting to a gateway?



(I know I will not get monitoring or firmware updating.  My question is
will the IQ8, straight out of the box, if fed proper PV and line voltage,
produce power?)
