Hi Jim,

I haven't seen surging with the Radian.

Here is an idea for you.  Look for loose or disconnected neutral
conductors.  This can cause overvoltage events.

You may find that the UPS is to blame.  If the batteries are bad in the UPS
system, they can do strange things.
