[RE-wrenches] Fronius 489 Error Code

A client has a Fronius Primo 10.0-1 that is showing a 489 Error code, 
which says - permanent capacitor over voltage - call tech support. The 
inverter doesn't work.

His original inverter had failed, he did the tests and they sent him a 
replacement.

Fronius told him he needed to get a Fronius Partner out to do some 
tests. The nearest one is a couple hundred miles away. He is technically 
savvy and can do the tests himself.

What is going on with Fronius? How can we get through their hoops to get 
them to send him another inverter.
