I believe CanadianSolar offers made in canada mods as well as their overseas ones.  

He province of Ontario has a FIT program (feed-in tariff) that has a certain percentage of domestic content requirement, meaning if mfgrs want their products used in Ontario then they must produce that produce in Ontario/canada.
