[RE-wrenches] Non-internet based Monitoring System for secure facilities

Does anyone know of a non-internet based monitoring system for commercial
sized PV systems?  I need something like Locus or Draker which can store
the data locally and prepare the browser based displays and reports from
this local data.  We run across many government and data center
applications where we can't connect to the internet from the facility but
still need the functionality of Locus/Draker.
